David Wright published his "Independent Review of Community Pharmacy Representation and Support" on the 19th June. This review was commisioned by PSNC and LPC's in England but compares the current situation with arrangements for pharmacy representation in Scotland and Wales and also the other primary care professions.
It is an extensive report numbering 121 pages. It is critical of PSNC and the inconsistency within LPC's and makes radical proposals for change to the current PSNC/LPC relationship within 33 recommendations for the future. Key recommendations are summarised below
Replacement of the elected PSNC with a Council of LPC chairs allowing LPC's to have the final say in major national negotiations.This mirrors the set up of other succesful primary care reperesentation structures where negotiations with the goverment have been succesful such as the General Medical Council and Community Pharmacy Scotland
Renaming of PSNC to Community Pharmacy England and LPC's to "Community Pharmacy "Local"
Creation of a separate governance body to oversee Community Pharmacy England and LPC's
LPC's should represent at least 200 contractors and those below this level should consider merging to ensure better value for members
LPC committees should comprise of no more than 10 members and there should be clear separatiion of Chair and Chief Officer roles.
Community Pharmacy England should have a negotiating team consisting of contractors and contractor representatives who are employed and extensively trained.
Levy payments should be made directly to Community Pharmacy England and they should receive a greater proportion than is currently case to fund the proposed changes.
PSNC and LPCs will now consider the report and meet virtually at the beginning of July to discuss and agree how to take the reccomendations forward.
